Debate Erupts Over Non-Transfer of Assistant Professors in Government Colleges of Odisha.

Bhubaneswar:, (Sandhan News) In various government colleges across Odisha, including government autonomous colleges, model degree colleges, and government women’s colleges, many teachers have been working in the same institution for years, in some cases for more than a decade. This prolonged posting has led to growing dissatisfaction among teachers, students, and local communities.

The issue is particularly serious at Phulbani Government Autonomous College and S.M. Government Women’s College, Phulbani, where several teachers who joined in 1999 at the +2 level and were later promoted to +3 teaching positions are still serving in the same colleges. Allegations have emerged that such long-term postings have led to autocratic behaviour and corruption among some faculty members.

Residents and education-minded individuals have expressed that long-term service in a single institution reduces efficiency and enthusiasm, leading to a lack of innovation and new ideas. On the other hand, many young teachers who have been working for years in remote and difficult regions continue to wait for transfers to more accessible postings.

Several teachers’ associations and local citizens have already submitted written petitions and sent emails to the Department of Higher Education requesting necessary action. However, no visible outcome has been observed so far.

They have demanded that the Higher Education Department should introduce a regular and transparent transfer policy for all government colleges in the state. Such a system, they believe, would bring fresh energy into the educational environment and reduce the scope for corruption and arbitrariness.

This entire issue clearly indicates that to ensure transparency and equality within Odisha’s higher education system, a systematic and fair transfer mechanism has become an urgent necessity.
